Photography & Filming at Heritage Village

Capture your special moments while helping us protect Pinellas County’s historic buildings, collections, and visitor experience.

All planned photography and filming sessions must be scheduled in advance, whether or not a permit is required.

Request a Session ↓
Before you apply: All paid photography—including family, wedding, engagement, graduation, and professional portraits—requires a Film Commission permit or filming notice. Submitting a request does not reserve a date or authorize a shoot.

Do I need a film permit?

Permit or filming notice required

  • Any paid photography, including personal portraits
  • Commercial advertising, promotional filming, and staged productions
  • Camera cranes, dollies, jib arms, or other equipment beyond handheld cameras and tripods
  • Obstruction of pedestrian or vehicle traffic
  • Grip or lighting trucks or large artificial lighting setups
  • Stunts, special effects, or weapons
  • Photography or filming outside regular park hours

Permit generally not required

  • Unpaid personal, family, wedding, or graduation portraits
  • Non-commercial photography and portfolio work
  • Scenery, landscape, and architectural photography
  • Routine news media coverage

These activities must still meet the site rules: handheld cameras or tripods, no traffic obstruction, no large lighting setups, no stunts or weapons, and normal operating hours.

Advance scheduling with Heritage Village is still required.

Guidelines for your visit

Please review the requirements below before submitting an application.

Historic buildings, museum objects & visitor access
  • Do not move, touch, or use historic objects, furniture, exhibits, or stanchions as props or seating.
  • Photography or filming behind museum stanchions is prohibited.
  • Interior photography is limited to areas open to visitors unless otherwise authorized by museum staff.
  • Do not block paths, doors, entrances, or visitor access.
  • Requests for interior or restricted access require additional museum review; a request does not grant an exception.
Costumes, uniforms, insignia & symbols

Applicants must disclose costumes, uniforms, insignia, logos, symbols, or organizational affiliations that could reasonably be perceived as offensive, threatening, discriminatory, or controversial. Examples may include military insignia, political or ideological symbols, and attire associated with extremist or discriminatory movements.

Heritage Village may request descriptions or reference photographs and review the proposed activity for compliance with applicable County policies, visitor safety requirements, and museum operations. Disclosure does not automatically mean a request will be denied.

Equipment, staging & conduct
  • Specialized camera equipment, large artificial lighting, stunts, special effects, weapons, and activities affecting traffic require the applicable permitting and review.
  • Nudity and changing clothing in public are prohibited.
  • All activity must follow staff instructions and protect visitors and historic resources.
Insurance for permitted productions

When required by the applicable Film Commission process, provide a certificate of insurance and additional insured endorsement. The County’s existing guideline identifies the certificate holder as:

Pinellas County, a Political Subdivision of the State of Florida
400 S. Fort Harrison
Clearwater, FL 33756

The certificate must reflect Pinellas County as an additional insured and include the applicable additional insured endorsement. Confirm current requirements with the Film Commission at info@filmspc.com.

Request a Photography or Filming Session

Complete the application with your preferred date, session purpose, equipment, intended use, and any special requests. Heritage Village staff will review the information and contact you about next steps.

Important: Submission does not constitute approval or permission to begin photography or filming. Permits, documentation, and staff confirmation may be required.
